What’s on the agenda

The City Council is scheduled to meet on October 13, 2026 at 6:00 p.m. It will hold two public hearings. One is on selling 1.526 acres of city land at approximately 1862 W. 1700 S. to the city’s Redevelopment Agency (RDA). The other is on a budget amendment. The council will also consider a consent agenda (a group of routine items voted on together) with six items. These include a Costco sales tax agreement with Davis County, changes to ambulance bill hardship rules, and wage scale corrections. It is also scheduled to look at buying surplus Davis School District property.

What the council will consider

14 items
  • Item 3a: Youth Court members are scheduled to take the oath of office.
  • Item 4a: The council will consider Resolution R26-42, which would appoint Evan Brown to the Disaster Preparedness Committee. The seat for the Fremont District is vacant. The term would expire June 30, 2027. Mayor Maughan recommended the appointment.
  • Item 5: The council is scheduled to approve minutes for three September 8, 2026 meetings: the City Council Business Meeting, the Special Redevelopment Agency Business Meeting, and the Special Municipal Building Authority Business Meeting. The packet also includes draft minutes for the September 22, 2026 work session.
  • Item 6a: The council will consider a Memorandum of Understanding (MOU, a written agreement) with Davis County about Costco sales taxes. Costco opened June 24, 2026. The City did not directly notify the Utah State Tax Commission of the annexation until August 5, 2026. Because of that, the Tax Commission says it cannot send the City sales taxes from Costco sales before January 1, 2027, and will send them to Davis County instead. In February 2027 the Tax Commission is to calculate what the City would have received, and the County would forward that amount. The packet says this version of the MOU uses one calculation and one transfer. The version the council saw on September 22 used monthly ones. After January 1, 2027, the taxes go directly to the City. The MOU does not cover the City’s 0.10% RAP tax. The packet says the Davis County Commission will vote on the MOU at its own October 13 meeting.
  • Item 6b: The council will consider Resolution R26-37 authorizing the Intercounty Automatic Aid Fire Agreement. It sets how fire and medical calls across the Weber and Davis County line are dispatched. It renews a 2020 agreement that has expired. The main change is adding Hill Air Force Base Fire Protection. The agreement lasts five years. Under it, Hill Air Force Base would respond on a mutual aid basis only, and its units would not be sent automatically.
  • Item 6c: The council will consider Resolution R26-38, which changes the ambulance billing financial hardship policy. Requests would move from paper to a secure online form run by the City’s billing company, First Professional Services Corporation. Fee reductions would end at 195% of the Federal Poverty Guideline, down from 250%. A matrix based on household size and income would set the write-off percentage. The minimum amount accepted would change from $100 to 5% of the ambulance bill remaining after insurance.
  • Item 6d: The council will consider Resolution R26-39, which corrects the FY 2026-2027 wage scale. Police Officer I top of scale would be $35.67 instead of $37.87. Site Supervisor would be $18.18 to $25.24 instead of $18.78 to $26.10. All three Recreation Assistant scales would be updated. The word “Parks” would be removed from the Assistant Parks Operations Manager title.
  • Item 6e: The council will consider Ordinance 2026-25, which amends the park-and-ride lot parking rule (Municipal Code Section 11.20.075). The rule as adopted accidentally bans UTA Vanpool vehicles from parking more than 48 consecutive hours. It also does not let the city manager allow other parking in limited, extraordinary circumstances. The ordinance would fix both.
  • Item 6f: The council is scheduled to declare a 2011 Kenworth Fire Tender surplus.
  • Item 7: Public hearing on declaring surplus property and on Resolution R26-43, which would authorize selling 1.526 acres at approximately 1862 W. 1700 S. to the RDA. The packet pages for this item were not available when this preview was written. Earlier September 8 minutes list the address as 1882 W. 1700 S. and say the council called for this hearing.
  • Item 8: Public hearing on Resolution R26-40, which would amend the City budget. The agenda lists the fiscal year as “ending June 20, 2027.” The packet pages for this item were not available when this preview was written.
  • Item 9: The council will consider Resolution R26-41, adopting an Automated Clearing House (ACH) fraud prevention and fraud monitoring policy. At the September 22 work session, staff said the policy is required under NACHA operating rules and reflects practices the City already follows.
  • Item 10: The council is scheduled to review and consider a possible purchase of surplus property from Davis School District. The packet gives no further detail.
  • Item 12: The mayor and council will give announcements.

Money

4 items
  • Item 7: The September 8 minutes in the packet describe the earlier proposed sale as 1.526 acres (66,488 sf) at $16.5 per square foot, for a total of $1,097,052. Those figures come from the earlier proposal. They may differ from what is presented on October 13.
  • Item 6c: The hardship policy’s minimum payment would be 5% of the ambulance bill remaining after insurance.
  • Item 6d: Wage scale corrections are listed above.
  • Item 8: The September 22 work session minutes list proposed budget carryovers. They include $2,315,935 for Costco infrastructure reimbursement, $1,564,000 for the 2026 utility project, and $1,176,000 for 3000 West road improvements including a roundabout and Fremont Park. Final figures are in the budget resolution packet.
